Yes we are totally agreeing on these things. Stronger/cheaper modifiers are sounding good enough.
Maybe there could be other features included, like building (or fortress) specific blocks, which need the stability of those structures (which wouldn't respond well with more sudden movements), but with those we should wait till fall or next year after we adapted to the changes the big strategic overhaul brings.

Those could be:
-anything resource oriented be storage or conversion
-more fine detection
-rigid but brittle materials (like structural appliques, or laser-reflecting mirrors)
-ranged modifier generators (what we now have as faction/piloting skills) like in Stellaris (in this solar systam, our ships are more durable/have bigger damage output)
-static force-domes, which the enemy can go under/inside

Just to mention a few before their time which came quickly into my mind.
Not to mention the joy of replica-makers, and the sight of an occupied shoreline or port would be a boon.
