Disabling sea skimming (in missiles)

I was working on making a ship have rocket artillery to break through the decks of my enemies, but I can't get the missile to ride a natural path. It always either wants to run in circles or turn itself to be parallel with the water, even if I add a guidance delay. Is there a way to stop this or make the missile travel in an arc?
