Armor Balance Suggestion (Framework for later post)

Honestly, armour seems to be in a decent place right now. The weapon overhauls have brought things to a point where it's nearly impossible to build a non tank vehicle that can deal with every type of shell and still stay viable.

Heck, I've got a new Intel image of the Thyr acting like a submarine after a 4m APHE shell took out it's turbines, and there's very few craft in the game that still feel irritating to test against... Though things like the Singularity are still issues for other reasons.

There are still some issues with buoyancy in game, but I don't think an armour overhaul is the right option there, and I'm pretty sure I've used every type of block other than the light and ERA ones in my vehicles in the period since I came back to the game.
