Another thought I just had:

I don't like the idea of getting rid of static structures or garrisons. These are the main targets for long range cannons and missiles. I would say make such garrisons bigger, stronger, tougher, and far more strategically important. Heck, create entire coastal "towns" that can provide both resources and even ship-building when captured. You could even get a bit of a tower defense situation going here.

If you want a campaign, make a proper campaign where positions are truly important. Forget the big circles that float in the middle of nowhere for no good reason. Create shore and even in-land "towns" that are actually important. This would further expand strategic options by permitting a player with a bunch of small and fast designs to perform raids on coastal towns that net valauble resource material and disrupt the AI factions' resource supply. Alternatively, the player can go for some heavy artillery to wipe a town off the map, thus denying it to everyone. A destroyed town stops providing resources forever. A captured town sends resources to its new owner.

A town is captured when its defenders are eliminated and a fortress is within range. A faction is eliminated when it has no fortresses left. The player is eliminated when he has neither fortresses nor ships capable of supplying him (heart stones). The avatar doesn't die by being out of range of a heartstone. He dies when he doesn't control a structure or vehicle with a heartstone.

As far as diplomacy goes: Merits would allow the player to "employ" ships of factions he is friendly with. Think of it as a sort of rental. The player could also use merits to become a privateer of sorts for a friendly faction. He could count fortresses of that factions' heart stones as being his own; plus they would repair and supply the player's ships. In return, the player would have to provide resources to the faction by performing raids against their enemies.

By the same token, a player controlling one or more towns could spend merits to employ privateers himself. The player would provide the AI privateers safe harbour, repairs, and supplies. In return, the privateers not only harrass the player's enemies, they also provide the player with extra income.

Eliminating a faction should be a mixed bag. AI players allied to the eliminated faction would be PO'd with the player, but enemies of the eliminated faction wouldn't care. AI factions neutral to the eliminated faction would be a bit more wary of the player, but only if they were also neutral towards the player. I think that's pretty much how things are now.

To summarize: Make the campaign more dynamic and with more options as to how the player can succeed. Make the player start fully neutral with ALL factions, including the DWG. He's a nobody. No AI will even pay attention to the character until he acts against them, and then only if the player does it more than once or twice. Also, get rid of ownership of water areas of any kind. All water is free passage, except within 2-5 km of a coastal town. The player can freely wander and explore, unconcerned with being attacked until he is good and ready. The DWG, OW, and WF would start as initially somewhat friendly towards the player. All others start as neutral. Let the player dictate how relations progress beyond that based purely on what he does. That is a proper campaign.
