Gonna put my 2 cents here. Campaign is my favorite mode and I would love it to have similar depth as strategic games like Mount and Blade, Hearts of Iron, etc.

Combat Merits

Really like the idea of a resource other than material, encouraging efficient designs. I strongly oppose the idea of warping fleets to battle - others have already pointed out it's too gamey, and I agree. Imo AI should play by the same rules as much as possible to make the challenge feel fair even if it is against odds.

Faction Relationships & Territories
  • Relation is still a -100 to 100 scale, but it is now independent of warring status. This should allow for more complex relationships that aren't just peace/fight to the death. Declaring war and fighting still reduces relation as usual, but there are ways to pause or end wars.
  • Territories should only count ones near landmasses. Open seas are unowned, so players can move around the map without stepping on every factions' toes. This also means even far away enemies have a way to strike you.
  • With high enough relations you should be able to enter ally waters without annoying them.
  • Because of this last change, you can't declare war with allies (relation over certain amount, 50?) to prevent cheese.
Merits uses w/ Allies
  • Exchange for materials. Designate a fleet for the ally to deliver resources to; they will send supply ships and physically reach you.
  • Purchase ships. Allow the player to learn new designs, great for new players. (perhaps with an additional resource cost?)
  • Improve relations / reduce relations against another faction.
  • Support a friendly fleet (choose a fleet of yours; they will attach to you on the map and into combat).
Merits uses w/ Enemies
  • Taunt. Instead of warping enemies into a battle, the AI spawns an elite fleet who will aggressively hunt down your fleets. If you defeat it, you get Distinctions (better called something else, like infamy?).
  • Intimidate. Force the AI to be less aggressive, allowing you breathing room. Would help greatly in two-front wars.
  • Ceasefire. With a large amount of merits you can pause a war potentially indefinitely.
Distinction/Infamy & Mercenaries
Instead of having another resource, I think the distinction system should be reworked into something of an experience system, not directly impacting performance but influencing how the AI behave and how you can play strategically.
  • Individual ships earn infamy by winning battles. Regular battles give a tiny amount but elites give a lot.
  • A ship loses infamy when it retreats (by a bit) or is sank (by a lot).
  • The strategic AI is more likely to send elites to fight infamous ships.

Ships past a certain amount of infamy can be made into mercenaries. Factions not at war with the player may ask to commandeer mercenaries. If the player agrees, the fleet's control is given to the faction on the map only. During combat in which a mercenary is involved, the player can still control and fight with these ships. This still allows for the player to participate in multi-faction battles.

Winning mercenary battles gives you much more merits than regular battles. If a mercenary is destroyed, its control is relinquished back to the player. It can be turned into a mercenary again if infamy is high enough.

A ship with maxed out infamy may have the option to retire, refunding resources but giving merits (unsure on this).


Resource Economy
The changes to ammo/fuel/materials on the other thread are great and I think they would do great in the campaign. I just want to add a few notes to it:
  • Enemy resource containers drop almost all resources they carry. Encourage supply ship raiding!
  • Conversely, your resource containers will be looted by the enemy. AI raiding parties will deposit this back to their base, but you may be able to take it back.

Of course, I'm spitballing all of these - I didn't spend too much time considering the difficulty of implementing any of it (it's probably really high). But, I hope it makes FtD's campaign no less intricate than strategy games doing similar things.
