i want to stabilize pitch of a spin block..how can i make it??

Maybe a non-release docked subvehicle with really strong PID pitch+roll control?
Problem is that your max speed will be 30.

If being stabilized to 1 degree is good enough, you can set up a bunch of ACBs triggered by if pitch greater than X degrees and if pitch less than X degrees, and the same for roll if you want it, though you would need to mess with control range a lot more. If you are in 2.17 devtest, make sure to use ACB priority or if you are in 2.16 make sure to place them in the right order (smaller absolute value (ignore the negatives) pitch controls control ACBs first.

LUA would probably work best, though.

Yup, my vector thrust/lua spinner turret code could be adapted to do this fairly easily. Cool idea.
