Add "If no missile within X range" Option for ACBs

I am trying to make a rising CIWS with the new update. It is proving difficult, however, since there isn't an ACB activation option for there being NO missiles within a certain range, which I really need to get it working. Using ACBs for "activate every X seconds" sorta work, but since I use a delay on the activation, since I need to open doors, rise CIWS, then turn on, it sometimes gets overridden, and it just starts going uo, then stops, and things like that.
