Add ACB options for new fuel engines

Skjeh (my friend) and I are working on an aircraft carrier and are building some of the engines for it right now. We're planning on building one engine tailored to low rpm efficiency and the other to high rpm. We want the low rpm engines to power basic ship needs and the high rpm to only be utilized during combat. It would be cool if you could turn engines on or off based on a flat amount of power demand. Ex. Above 50k power demanded one engine turns off and another turns on. We realize we could build hybrid engines but we really want to maximize fuel efficiency at both ends of the spectrum.

Yeah this will be added pretty soon hopefully.
